The concept of great powers playing a distinct role in the modern international system and holding the key to international peace and stability can be traced back to the early period of modern European history.The practice of great power management emerged in response to the political,moral,and strategic circumstances of that time.The Vienna settlement,which was the best example of an international system capable of creating lasting conditions of peace, was based on the consensus on the moral purpose of international society and the sense of obligation to the order it promoted.
